I was going around the web looking for anime character generators. I found a really, really, nice one at http://khmix.sakura.ne.jp/download.shtml. The one problem I had with the creator was that when I put new materials in, it blatantly ignored them. In fact, all it does is read from a pre-created list box. So I decided to start a mini project that would improve upon that program.
It is a brand new program, not an extension. There are large differences. It is possible to load the .cpd files that the other creator makes. One major difference, is that the "/data/default" folder is now just "/data" All files must be put into the appropriate folders within "/data". I will not supply the materials, because they are owned by the creator of the original program. However, you can download the original program and dump them into this one. And it will use them without issue. Here's a picture of an early version of my program side-by-side with the original.

Alpha Release Notes:
*Alpha release does not support opening, exporting, saving, or recoloring of anything. The '/data/~temp' file can be renamed '~temp.png' or 'blah.png' to save the images created.
*Exit button in file list wasn't implemented. Silly me, I forgot to add that before I compiled and uploaded it.

Even though what you have posted is indeed similar to the Anime style of characters, that is
sadly the Moe Style. There are many distinct differences in the styles, Anime has more of a cheerful demeanor than Moe style, since Moe style also has the.. how can I say it...... Odd feel to it, thats how I know that, what you posted right there, is in fact not Anime, but Moe(Pronounced Mo-ay)
